The Helen Suzman Foundation has argued that it is not asking the Gauteng High Court in Pretoria to change the decision of the Home Affairs Minister to terminate the Zimbabwean Exemption Permit (ZEP).
The foundation, however, has argued before a full bench that the termination of the ZEP programme should be constitutionally valid, rational, fair and preceded by consultation.
