Judgment has been reserved by the full bench in the Western Cape High Court in a matter involving the ATM and the Speaker of the National Assembly Nosiviwe Mapisa Nqakula over the refusal by Mapisa Nqakula to allow MPs to vote secretly when the Section 189 Independent Panel Report on the Phala Phala saga was tabled before parliament in December.
