European Union leaders are trying to break political deadlock around plans for further sanctions against Moscow, as the war in Ukraine nears the 100-day mark. Almost a month ago, plans to ban all imports of Russian oil were unveiled, but so far EU countries have failed to reach the consensus needed to implement this sixth package of sanctions.
