The Basic Education Department has decided to withdraw its teacher incentives policy on improvement of services conditions. The policy rewarded rural teachers with 10% of their basic salary when they enter the profession with a four-year qualification. The Department says this is due to budgetary constraints and the availability of teachers willing to work in rural areas. Basic Education spokesperson Elijah Mhlanga discusses this further.
