Ukraine and Russian-backed rebels in the country’s east have each accused each other of shelling. The self-declared Luhansk People’s Republic says the Ukrainian army fired at their territory four times. Kiev says the separatists shot first, and that the Ukrainian military did not return fire. Moscow’s not yet commented.
